For you
that are interested in rules interpretation, below is link
to the interpretation of the Babe Ruth Re-entry Rule. I
agree with Barry that HMBR’s modification of the re-entry
rule only allows the starting pitcher to re-entry the game
as a pitcher. Non-starting pitchers cannot re-enter the
game as a pitcher.

Matt - my apologies
for the late reply. First, I want to thank you for being so
diligent in your umpiring responsibilities. As a coach and
commissioner, it is much appreciated.
Now on to your
question - the PWYBA 7th grade house league does allow metal
cleats.
Matt/Chuck: If there
are any questions, please feel free to call me anytime at
612-308-4732. (Chuck - feel free to share my number with
any umpires that are umpiring in our league.)
Best Regards -
Don Brooks
Guys -
Only the starting pitcher
may re-enter the game as a pitcher. Those are the rules for
HMBR and for MBL as well as all tournaments.
HMBR rules state:
A starting pitcher in House
league play is allowed to return to a game, so long as the
pitcher was not pulled from the mound during the course of
an inning (it is believed this rule encourages coaches to
use more pitchers during the course of a game).
Josh should know this.
It seems clear to me. Gran should make sure all coaches
know.
The bat rules changed
this year, but that's about it.

Chuck,
Things are off to a great start with our league. Thanks for
all you help. There are two issues that have come up;
1.
Our league does not prohibit
the throwing of curve balls by players, nor do we remove
players from the game if
they throw one. We do not teach
the players how to throw a curve or slider, but the kids may
accidentally throw
one.
2. 2.
We do use continuous batting
for our games and if a player needs to miss an at bat for
illness or injury, we skip
over that batter and the game
continues. There is no out recorded.
GVLL is going to be implementing the following rules
starting Saturday for our games.
1.
For the first inning or for when a new pitcher starts an
inning, the pitcher will get 8 pitches to warm up. Team
can have a ball to throw around.
2.
For all other innings, pitchers will
be allowed 5 warm up pitches and players will take their
positions.
Our goal is to get
innings going within 2 minutes of completion of the
previous inning.
I have notified our
managers of this change as well.
Please call me at
612-749-3694 if you have any questions.
